Migrant Programme

CSBEC is currently running migrant programmes funded by the Ministry of Social Development. Enrolment is open to new migrants. There are no tuition fees but participants must have New Zealand residency for less than two years and not be eligible for a Work & Income core benefit. The provision of Zero Fee programmes has enhanced education of migrants about business practices and investment opportunities in New Zealand. Many migrants who have attended these courses have gone into self-employment or employment because they have a better knowledge of the types of successful businesses in New Zealand and how they work. CSBEC is a private training provider registered with the NZQA under the terms of the Education Act (1990).

The Centre offers the following migrants course in either English or Chinese languages. 


Migrant Business Start-up

A three-week full-time course, Monday to Friday, 9am to 3pm.

  • Personal planning and business planning
  • How to assess the viability of a business
  • New Zealand business legal structures
  • Health and safety in employment
  • Employment rights and relationships
  • The Fair Trading Act & Consumer Guarantees Act
  • Contracts, quotes and estimates
  • Marketing research and marketing
  • Business records, finance, cashbook, budgeting and cashflow
  • Taxation and Financial statements
  • Business Insurance, Investment, Mortgage
  • Costing, pricing, location
  • Business opportunities in import/export, franchising and etc
  • Getting a job (write CV, cover letter, interview)
  • Business Advisors and support systems
  • Local and national government regulations

Frequently Asked Questions:

1. Do I have to speak English to do the course?
Not necessarily. An interpreter maybe available during the course depending on demand.

2. Is there any follow-up support after the course?
Yes, we will help you with advice, information, and networking for up to 4 hours within 6 months of completing the course.

3. What do I have to bring?
Handouts are given free of charge but bring your own pen, notebook, calculator and lunch.

4. Where can I park my car?
Car park buildings such as Lichfield Street, Crossing, Oxford Terrace, Farmers, and Manchester Street.

5. Any assignment or examination?
No. However a certificate is issued upon completion of the course
